그리고 역사적인 이유는 또 있습니다. 비트코인 가격이 10만 달러를 돌파한 이후 처음 열리는 비트코인 콘퍼런스이기도 합니다.

작년 내슈빌에서 우리는 또 다른 역사를 만들었습니다. 당시 대선 후보였던 도널드 J. 트럼프가 이 자리에서 연설을 했고, 그는 여러 가지 약속을 했습니다.

제가 “비트코인 하는 친구들은 총기를 꽤 좋아한다”고 말했거든요. 하하. 하지만 여러분은 미국 대통령과 부통령도 매우 좋아하니 괜찮을 것같습니다.

 

감사합니다. 먼저, 데이비드 베일리에게 감사드립니다.

비트코인 커뮤니티를 위해 해주신 모든 일에 감사드립니다. 특히, 저와 대통령이 후보자였던 시절 백악관에 들어갈 수 있도록 도와주신 데 깊이 감사드립니다. 우리가 지난 120일 동안 많은 일을 해냈는데, 데이비드의 도움이 없었다면 불가능했을 것입니다.

 

그리고 윙클보스 형제인 타일러와 캐머런에게도 감사 인사를 전하고 싶습니다.

이 두 사람은 어딘가에 있을 텐데요, 정말 실리콘밸리의 장벽을 허무는 데 큰 역할을 했습니다. 기억하시겠지만 작년 6월이나 7월, 실리콘밸리 사람들은 은밀히 트럼프 대통령을 지지하겠다고 속삭이고는 했습니다. “민주당은 너무 나갔다”, “게리 겐슬러는 이제 나가야 한다” 같은 말이 있었죠. 하지만 그들은 공개적으로 말할 용기가 없었습니다. 그런데 윙클보스 형제는 그런 흐름 속에서 공개적으로 트럼프 지지를 선언한 첫 인물들 중 하나였고, 그 이후로 많은 사람이 그 뒤를 따랐습니다. 캐머런과 타일러, 정말 감사합니다.

오늘 아침 제가 확인했을 때, 비트코인 가격은 108,000달러였습니다.

2️⃣ 비트코인, 그리고 선택의 기로

그러니 우리가 분명히 해야 할 게 있습니다. 이 미래는 선출되지 않은 관료들이 아닌, 바로 여러분 – 국민 – 이 결정하는 것입니다.

오늘 여러분은 트럼프 행정부의 여러 인사들과도 함께 하고 계십니다. 데이비드, 보, 헤스터… 여러분 모두 여기에 계시죠. 이렇게 많은 친구들과 동지들 사이에 있어 정말 기쁩니다.

 

그래서 저는 오늘 짧게 세 가지에 대해 이야기하려고 합니다.

1. 우리가 지금까지 무엇을 했는지
2. 디지털 자산에 대한 행정부의 정책 방향
3. 그 정책을 설계하는 데 있어 어떤 원칙을 따르고 있는지

그런데 그 전에, 제가 개인적으로 왜 암호화폐의 미래에 낙관적인지에 대해 먼저 말씀드리고 싶습니다.

사람들은 저에게 “왜 미국의 혁신에 대해 낙관적이냐”고 묻습니다. 저는 실리콘밸리에서 충분히 시간을 보내면서, 좋은 기술과 나쁜 기술의 차이를 분명히 알게 되었습니다. 좋은 기술은 생산성을 높이고, 우리의 삶을 더 풍요롭게 만들며, 현실 세계와 연결되고 일상에 보탬이 됩니다. 반면 나쁜 기술도 있죠. 그런데 암호화폐는 지난 몇 년간 진짜로 ‘바닥에서부터 시작된 혁신’이라는 점이 분명해졌습니다. 현재 미국인의 5천만 명이 비트코인을 보유하고 있다고 들었고, 곧 1억 명에 도달할 것이라고 생각합니다.

 

하지만 비트코인이나 자산 가치만의 문제가 아닙니다. 탈중앙화 금융(DeFi)은 미국인들이 서로 거래하는 방식을 변화시켰습니다.

은행에 접근하지 못하던 사람들조차 새로운 금융 서비스를 이용할 수 있게 되었고, 공급망 관리, 병원, 환자의 건강 기록을 안전하게 추적하고 저장하는 등, 블록체인의 새로운 용도가 매일매일 생겨나고 있습니다.

 

그리고 이러한 혁신적인 기술 하나하나에는 보수적인 가치를 담은 기능이 있습니다. 그것은 바로 ‘헤지(hedge)’ 기능입니다.

1. 워싱턴의 잘못된 정책에 대한 헤지입니다.
2. 폭등하는 인플레이션에 대한 헤지이며,
3. 정치적 신념을 이유로 소비자를 차별하는 사기업의 행태에 대한 헤지이기도 합니다.

예를 들어 총기 권리를 지지했다는 이유로 계좌가 폐쇄되거나, 트럼프 1기 행정부와 연관이 있었다는 이유로 디뱅킹(debanking) 당하는 일이 벌어졌습니다. 캐나다에서는 2022년 트럭 운전자들의 시위에 참여했다는 이유로, 정부가 은행 계좌를 정지시켰고 일주일 만에 시위는 종료되었습니다. 저는 이것이야말로 암호화폐가 디지털 시대의 위험한 추세에 대한 ‘방어 수단’이 된다는 것을 보여준다고 봅니다.

 

일부 엘리트들은 스스로 혁신하는 대신, 최신 기술을 장악하여 타인을 통제하는 데 사용하려 합니다.

하지만 우리는 이 방 안의 모든 사람이 믿고 있듯이, 비트코인은 절대 그런 방향으로 가지 않을 것입니다. 여러분이 그렇게 만들고 있기 때문입니다. 이제 우리는 새로운 시대를 맞이하고 있습니다. 지난 4년간 민주당 규제 당국의 적대적이고 불공정한 대우를 지나, 이제는 선택의 기로에 섰습니다.

1. 우리는 금융 주권과 혁신, 번영의 미래를 이끌어 갈 것인가?
2. 아니면 비선출된 관료들과 외국 경쟁자들이 만든 규칙에 따라 갈 것인가?

저는 오늘 이 자리에서 분명히 말씀드립니다. 트럼프 대통령과 함께, 암호화폐는 마침내 백악관에 진정한 지지자와 동맹을 갖게 되었습니다.

3️⃣ 스테이블코인 규제와 디지털 자산 법안

우리가 추진하는 두 번째 실질적인 조치는 바로, 미국 내 스테이블코인에 대한 명확하고 친성장적인 법적 틀을 만드는 것입니다.

그리고 이 부분에 대해서는 의회 내에 든든한 동지가 있습니다. 혹시 오늘 이 자리에 신시아 루미스 의원(Cynthia Lummis) 계신가요? 아니면 벌써 돌아가셨나요? 어제 저녁에 신시아와 저녁 식사를 하기로 했었는데요, 행사장에 와서 보니 “신시아 루미스 어디 있어?“라고 물었더니, 누가 말하길, “저녁 약속이 있어서 갔어요.” 그래서 제가 말했습니다. “내가 부통령이야! 대통령과 저녁 식사하는 게 아닌 이상, 이 자리를 빠질 명분은 없어!” 뭐, 우리는 신시아를 사랑합니다. 그리고 그녀는 미국 의회 내에서 암호화폐 업계를 위한 훌륭한 지지자라는 사실을 모두가 압니다. 지금 신시아를 포함한 훌륭한 입법자들이 이끄는 가운데, GENIUS 법안(Genius Act) 을 대통령 책상 위에 올리기 위한 작업이 진행 중입니다.

이는 정말 중요한 일입니다. 왜냐하면, 미국 내 규제 불확실성이 너무나 많은 스테이블코인 활동을 해외로 내몰았기 때문입니다.

어제 누가 저에게 말하길,

“비트코인은 지난 몇 년간 수많은 역풍을 이겨내고 성장해왔다. 이제는 정부가 이 산업에 뒷바람을 제공해줄 때가 아니겠느냐?”

 

바로 그게 우리가 하려는 일입니다. GENIUS 법안이 통과되면,

1. 수백만 명의 미국인들이 디지털 결제 시스템으로 스테이블코인을 대규모로 활용할 수 있게 될 것입니다.
2. 코인 보유자들도 보호받고, 시장 내 투명성도 크게 향상될 것입니다.

그리고 이 점을 명확히 하고 싶습니다. 우리 행정부는 스테이블코인이 미국 달러의 건전성을 위협한다고 보지 않습니다.

오히려 정반대입니다. 스테이블코인은 미국 경제력의 힘을 배가시키는 요소입니다. 특히 달러에 고정된 스테이블코인(dollar-pegged stablecoins) 은 GENIUS 법안이 통과되면 미국 경제에도, 미국 달러에도 엄청난 도움이 될 것입니다.

 

따라서 우리는 상원이 이 법안을 신속하게 통과시키고, 하원이 뒤따라 청정한 형태(clean version)로 법안을 통과시키길 기대하고 있습니다. 그리고 그 순간, 우리의 위대한 대통령 트럼프는 법안이 책상에 올라오는 즉시 서명할 것입니다. 그다음에 우리는 행정부의 세 번째 우선 과제로 전환할 것입니다. 그것은 바로 암호화폐를 혁신 친화적으로 규제하고, 주류 경제로 통합할 수 있는 투명하고 맞춤형 규제 프레임워크를 만드는 일입니다.

4️⃣ 디지털 자산의 주류 편입과 정치의 중요성

자, 그리고 다시 말씀드리자면, 지난 며칠간 이 자리에 있는 여러분과 이야기를 나누면서 끊임없이 반복해서 들었던 우려가 하나 있습니다. 바로, “디지털 자산이 아직도 주류 경제에서 환영받지 못하고 있다는 인식”입니다. 저는 분명히 말씀드립니다. 우리가 정책을 바꾸는 이유는, 바로 그 인식을 바꾸기 위함입니다. 미국 국민들이 반드시 알아야 할 사실이 있습니다.

암호화폐, 디지털 자산, 특히 비트코인은 이 나라의 주류 경제의 일부이며, 앞으로도 계속 그럴 것이라는 점입니다.

 

그걸 입법적으로 어떻게 실현하느냐? 물론 저는 우리 당이 계속 집권하길 희망하지만, 정치에서는 아무것도 보장되지 않습니다.

그래서 가장 확실한 방법은 다음과 같습니다. 바로 암호화폐와 디지털 자산의 가치를 인정하고, 이를 제한하지 않는 시장 구조 법안(market structure bill)을 통해 암호화폐를 제도권 경제에 통합하는 것입니다. 지금 이 의회, 그리고 이 행정부 하에서 우리는 한 세대에 한 번 올까 말까 한 기회를 맞이했습니다. 그 기회를 통해 우리는 혁신을 폭발적으로 촉진하고, 수많은 미국 시민들의 삶을 개선할 수 있습니다. 하지만 우리가 지금 규제의 명확성을 확보하지 못한다면, 이 3조 달러 규모의 산업은 해외로 빠져나갈 것입니다.

트럼프 대통령은 절대 그런 일이 일어나지 않도록 막을 것입니다. 그리고 기억하세요. 우리가 지금 혁신 친화적이고 현명한 규칙을 확립해놓는다면, 앞으로 민주당이든 누구든 다시는 이 커뮤니티에 전쟁을 선포하지 못하게 만들 수 있습니다.

5️⃣ 정치 참여의 필요성과 비트코인의 전략적 중요성

자, 이제 제 시간이 거의 다 되었지만 워싱턴으로 돌아가기 전에 몇 가지 조언과 이 산업이 나아가야 할 방향에 대한 생각을 나누고자 합니다. 뭐, 이건 정치인의 관점이니… 얼마나 가치 있을지는 여러분이 판단해 주세요. 비트코인 한 개보다는 덜할지도 모르지만요. 😄

먼저 말씀드리고 싶은 건, 제가 2022년에 처음 상원 선거에 출마했을 때 일입니다. 당시 저는 실제로 비트코인을 소유한 몇 안 되는 후보자 중 하나였고, 지금도 꽤 가지고 있습니다. 그 캠페인 기간, 즉 2021년~2022년을 돌이켜보면, 정말 오래전 일처럼 느껴지지만 불과 4년 전입니다. 그때 저는 많은 비트코인 지지자들이 인식하던 문제를 똑같이 인식하고 있었습니다. 바로 바이든 행정부와 게리 겐슬러(Gary Gensler)가 하는 짓이 완전히 재앙이라는 점이죠. 그런데 문제는, 정치적으로 그에 맞서 싸우는 조직화된 대응이 전혀 없었다는 것입니다. 제가 지금 이 자리에 서 있는 이유 중 하나, 또 작년에 버니 마리노(Bernie Moreno)가 셰러드 브라운(Sherrod Brown)을 상대로 상원에서 승리한 이유 중 하나는 바로 여러분이 정치에 조직적으로 참여했기 때문입니다. 그 점 정말 감사드립니다.

 

하지만 여기서 배울 교훈이 있습니다. 여러분이 정치에 참여하지 않으면, 정치가 이 산업을 무시할 것이라는 사실입니다.

2024년에 여러분은 큰 걸음을 내디뎠습니다. 그러나 제가 말씀드리건대, 우리가 얻은 모든 승리는 “임시적”일 뿐입니다. 실리콘밸리에서 제 멘토 중 한 명이 저에게 이런 말을 해줬습니다.

“비트코인 커뮤니티는 ’Exit(탈출)’의 철학이고, 인공지능 커뮤니티는 ’Voice(발언)’의 철학이다.”

 

그런데 2024년, 이 커뮤니티의 많은 분들이 Voice를 선택했습니다. 목소리를 내고, 정치에 참여한 거죠. 저는 그것이 미국의 진로를 바꾸는 데 큰 영향을 미쳤다고 믿습니다. 그런데 그걸 멈추지 말고, 계속 Voice를 선택해야 합니다.

비트코인을 흔히 “디지털 금”이라고 하죠. 하지만 비트코인은 디지털일지 몰라도, 여러분은 디지털이 아닙니다. 저희도 그렇고요. 정치와 관료제에서 벌어지는 일들은 아무리 혁신적이고 가치 있는 기술일지라도 영향을 미치게 됩니다. 그러니 제가 드리고 싶은 첫 번째 조언은 이겁니다. 2024년의 정치적 참여를 2026년, 그 이후까지 이어가세요. 정치를 무시하지 마십시오. 왜냐하면 정치는 절대 이 커뮤니티를 무시하지 않을 테니까요. 지금도, 앞으로도 절대요.

6️⃣ 비트코인의 전략적 의미와 커뮤니티의 정치 참여 요구

두 번째로 말씀드리고 싶은 점은, 이제 우리는 비트코인이 장기적으로 어떤 전략적 의미를 가지는지 생각해야 할 때라는 것입니다.

현재 약 5천만 명의 미국인이 비트코인을 소유하고 있습니다. 많은 이들이 이를 통해 돈을 벌고, 부를 쌓았죠. 이는 매우 훌륭한 일입니다. 하지만 제 생각에 비트코인의 미래는 단지 부의 창출을 넘어서서, 향후 10년 동안 미국에 있어 전략적으로 중요한 자산으로 발전할 것입니다.

 

이건 바로 트럼프 대통령과 우리 팀의 AI 담당 고문 데이비드 색스(David Sacks)의 협력 아래 우리가 “비트코인 준비금(Bitcoin Reserve)”을 시작한 이유 중 하나이기도 합니다. 미국 정부 차원에서 비트코인의 전략적 중요성을 반영할 수 있는 움직임을 시작한 것이죠. 중국 인민공화국(PRC)은 비트코인을 좋아하지 않습니다.

그럼 우리 자신에게 이런 질문을 해야 합니다:

“왜 우리의 가장 큰 경쟁 상대가 비트코인을 반대할까?”

 

만약 중국 공산당이 비트코인을 멀리한다면, 미국은 그 반대로 나아가야 하지 않을까요? 그래서 우리는 그런 방향으로 가고 있습니다.

그런데 이건 단순히 제가 부통령으로서 여러분 앞에서 하는 일방적인 말이 아닙니다. 비트코인이 미국의 전략적 미래에 관여하는 방식은 쌍방향 대화로 이루어져야 합니다. 그래서 제가 정치 참여를 강조하는 겁니다. 여러분은 계속해서 피드백을 주고, 비트코인이 미국의 미래에 어떻게 긍정적 역할을 할 수 있는지 저희에게 알려주셔야 합니다. 저는 비트코인 정책연구소(Bitcoin Policy Institute)가 이 주제에 대해 활발히 연구하고 있다는 것을 알고 있지만, 이 대화에는 여러분 모두가 참여해야 합니다. 왜냐하면 우리가 오늘 잘못된 결정을 하면, 10년 후 가난하고 쇠락한 미국에서 깨어나게 될 수도 있기 때문입니다. 우리는 올바른 결정을 내릴 겁니다. 하지만 그건 여러분의 참여에 달려 있습니다. 그러니 그 대화에 꼭 참여해 주세요.

7️⃣ 정치 성향에 따른 신기술 수용 차이, 그리고 인공지능에 관심을 가져야하는 이유

마지막으로 드리고 싶은 세 번째 생각이 있습니다. 종종 이런 말을 듣게 됩니다. “암호화폐는 본질적으로 보수적이거나 우파적인 기술이고, 인공지능(AI)은 본질적으로 좌파적이거나 공산주의적인 기술이다.” 물론 이런 말은 양쪽 모두에 대해 과장된 표현일 수 있습니다. 하지만 일정 부분 진실이 담겨 있는 말이기도 합니다. 저는 기술 회사의 일상 운영에서 물러난 지 4년이 되었고, 그 후 정치를 시작했지만, 그동안 제가 관찰한 바에 따르면

• 보수적 성향을 가진 똑똑한 사람들은 비트코인과 암호화폐에 더 관심을 가지는 경향이 있고,
• 진보적 성향을 가진 똑똑한 사람들은 인공지능에 더 많이 끌리는 경향이 있습니다.

다시 말하지만, 이건 일반화이며, 과장된 부분도 있습니다. 하지만 핵심적인 진실이 담겨 있다고 생각합니다. 여기서 제가 여러분께 드리고 싶은 말씀은, “AI에서 일어나는 일들이, 결국 비트코인에 영향을 줄 것이며, 마찬가지로 비트코인에서 일어나는 일들도 AI에 영향을 줄 것”이라는 사실입니다.

지금은 비트코인 컨퍼런스이고, 지난 10년 동안 여러분이 이룬 성취를 저도 매우 자랑스럽게 생각합니다. 하지만 제가 마지막으로 드리고 싶은 조언은 다음과 같습니다. “인공지능의 발전 상황을 주시하고, 그 흐름 속에 여러분도 계속 관여해야 합니다.” 왜냐하면 AI의 잘못된 방향성이 비트코인에도 악영향을 미칠 수 있기 때문입니다. 그리고 무엇보다 중요한 것은, AI가 잘못된 방향으로 흐른다면, 미국 전체가 피해를 입게 된다는 점입니다. And, you know, the Secret Service is a little bit nervous because I told them these Bitcoin guys really like guns. But they really like the President and Vice President of the United States, too, so I think we're doing okay. Thank you. So I first have to thank David Bailey. Grateful for everything that you've done for the Bitcoin community. Thanks in particular for what you did for me and the president helping us get from candidacy to the White House because we've done, I think, a lot of good in the past 120 days and I don't think we could have done it without David's support. I want to also thank the Winklevoss brothers, Tyler and Cameron. These guys are out here somewhere.

 

who I gotta say, Tyler and Cameron, I think really helped break the dam in Silicon Valley. 'Cause if you remember, you go back to June or July of last year, it feels like forever ago, it's not even a year ago, where Silicon Valley, you know, people whisper in private that they were gonna support Donald Trump for president. They would talk about the fact the Democrats had gone too crazy, we had to get Gary Gensler the hell out of there, but they weren't quite willing to say, But they weren't quite willing to say, at least not publicly, that they were going to take the big step and support donald j. trump. and cameron and Tyler Winklevoss, I think they were some of the first big names in Silicon Valley to take that step, and a whole host of people followed them. so Cameron and Tyler, thank you for that. And of course I want to thank the good people at Coinbase, the organizers of this event, and everybody who made this incredible event possible.

 

It's great to be here with Bitcoin at 108,000, at least when I checked this morning, and as Vice President of the United States. It's great to be here. Now you guys know I get to meet a lot of exciting people in my job, but it's been quite a while since I've been to a conference with this level of energy. I mean, hell, you guys came out here at 9 a.m. after a long night, I'm sure, in Las Vegas. You can't do that without a lot of good energy. But I promise I'm not just saying that to juice my own meme coins. But I think it's wrong actually to call this just a conference. This isn't a conference of people. This is a movement and I'm proud to stand with you here today.

 

And I think this conference, this movement of people is where the future of cryptocurrency in this great country gets decided. So let's start by making one thing abundantly clear that future is going to be decided by the people, by you, not by unelected bureaucrats. Now as you all probably know, you've got a star-studded lineup here today, including several of my colleagues in the Trump administration. david, bo, hester, i know you're all out there. it's great to be among so many friends and allies. so I want to speak for just a few minutes about a few things and I want to talk a little bit about what we've done in the Trump administration. i want to give you a rundown of what this administration is doing on digital assets policy, but I also want to talk about some of the principles that help guide us as we develop this policy.

 

But before that, I want to speak about why I'm personally optimistic about crypto and what it means for the American people. People ask me why I tend to be bullish on the future of innovation in this country. I spend enough time in Silicon Valley to recognize the difference between good tech, technology that boosts our productivity, makes our lives richer, that grounds us in the real world and complements our day-to-day lives, that's the good technology, but there's also some bad technology out there. And when it comes to crypto, I think the last several years have made it clear that we're talking about genuine, ground-up innovation, one that's already improving the well-being of tens of millions of our fellow citizens. I believe it's 50 million Americans own Bitcoin, and I believe that's going to be 100 million before too long.

 

But it's not just about Bitcoin and about the value that's been generated, the wealth that's been generated by so many millions of our fellow citizens. Through decentralized finance, crypto has transformed how Americans transact with one another. It's expanded access to banking for many who may not otherwise have had it. And every single day I feel like I see some groundbreaking new use of blockchain tech, whether it's in supply chain management, whether it's in hospitals, or whether it's in changing how we track and store patients' private health records. But for each of these new forward-looking applications, I also feel like there's an incredibly value conservative element to crypto technology, and that's as a hedge. Crypto is a hedge against bad policymaking from Washington, no matter what parties in control.

 

It's a hedge against skyrocketing inflation, which has eroded the savings rate of Americans over the last four years. And as you all know well, it's a hedge against a private sector that's increasingly willing to discriminate against consumers on the basis of their basic beliefs, including their politics. That includes, of course, debanking users for Second Amendment advocacy or for ties to the first Trump administration. In Canada, the government did the same to kill those big truck driver protests in 2022. Less than a week later, they succeeded. The protests were over. But maybe most importantly, I see crypto as a hedge against one of the most dangerous trends in the digital era in both the public and private sector.

 

And that's of elites who rather than innovate themselves, prefer to simply take over and co-opt cutting edge technologies to assert their control over other people. And I know we believe this in this room, that's not Bitcoin, it'll never be Bitcoin, and you guys are going to make sure that happens. But as you know, there's a new sheriff in town because after four years of mistreatment and outright hostility led by Democrat regulators, lawmakers in this country have a choice. Will we lead our nation into a future of financial sovereignty, of innovation and of prosperity? Or will we let unelected bureaucrats and foreign competitors write the rules for us?

 

And I'm here today to say loud and clear, with President Trump, crypto finally has a champion and an ally in the White House. In our administration, we understand the full potential of the digital assets industry, not just as an investment, not just as a flashy technology, but as a symbol and driver of personal liberty for all our citizens. And we are dedicated to seeing that promise fulfilled. The way that we see it, the people in this room are the digital pioneers of the American economy. And that's why our administration is doing something a little unusual in Washington. We're listening to all of you as you blaze the trail of innovation. The innovators in this room are making people's lives better.

 

You're pushing boundaries and solving problems, injecting unprecedented transparency into how we do commerce. And the way we see it, you all deserve a similar level of transparency and clarity. And most of all, you deserve respect and support from your government, not bureaucrats trying to tear you down. Now that means a few substantive concrete steps and of course the first and most important of those steps is straightforward. We've got to clean up the wreckage that the last administration left us and since day one that is exactly what we've been trying to do. Our administration, we prioritize eliminating the rules, the red tape and the lawfare that we saw aimed at crypto by our predecessors. We're ending the weaponization of federal regulations against this community.

 

To put it simply, Operation Chokepoint 2.0 is dead and it's not coming back under the Trump administration. And by the way, it's crazy that was ever even controversial, the idea of using the regulatory power of the government to crush an industry and to crush people who espoused a view that you didn't like. It's crazy, but let my words today serve as Operation Chokepoint. Let me serve as its obituary. Now this... This is my vow to every single person here. You will never see this administration trying to handicap your community or diminish the impact it's had on the economy. Instead, we reject the Biden administration's legacy of death by a thousand enforcement actions. We reject regulators.

 

Maybe the most important thing that we did for this community, we reject regulators and we fired Gary Gensler and we're going to fire everybody like him. And we know that people like Gary Gensler, the game that they played is that under the pretense of consumer protection, they attacked every single effort to democratize our financial markets and that is over. America, I grew up in a working class family. I believe that America is a place where anyone should be able to make a fortune no matter where you grew up, what degree you may or may not have. And in recent years, I'm hard pressed to think of a better place to do so than right here in the digital assets industry.

 

Now our second substantive step is we're trying to create a clear pro-growth legal framework for stable coins in this country. and I know we've got some solid allies in congress. is cynthia loomis out there today or did she already go home? Well, you know, I was supposed to have dinner last night with Cynthia Loomis. We had a little event yesterday, and I looked around and I said, Where the hell is Cynthia Loomis? And somebody said, Well, she's got a dinner she had to go to. And I said, I'm the vice president. Unless she's having dinner with the president, Cynthia does not have an excuse to skip this event. But we love Cynthia, and I know that she's one of the great advocates for your industry in the United States Congress. Now I know, led by Cynthia and other great legislators, Congress is hard at work getting the Genius Act passed and across the President's desk as quickly as possible. And that's an important step.

 

It's with good reason because regulatory uncertainty in this country has pushed way too much stablecoin activity overseas over the last few years. Somebody said to me yesterday that Bitcoin has done so much over the last few years with so many headwinds. Wouldn't it be nice to have a government that provided some tailwinds to one of the fastest growing industries in our country? And that's what we aim to do. And once the Genius Act is enacted, it's poised to vastly expand the use of stablecoins as a digital payment system for millions of our fellow Americans. It will also protect coin holders and inject further transparency into the market. And let me be emphatic on one other point in this administration, we do not think that stablecoins threaten the integrity of the United States dollar, quite the opposite.

 

In fact, we view them as a force multiplier of our economic might. Dollar peg stable coins, particularly once genius is enacted, is only going to help the American economy and it's only going to help the American dollar. So again, we're optimistic that the Senate is able to move quickly on passing a clean genius act and for the House to follow up and do the same. And of course, once that happens, our great President Trump will sign it into law the minute it comes across his desk. Now, when... When that's happened, when the administration will then fully shift to our third priority, which is to enact a transparent and tailored regulatory framework for digital assets, one that's pro-innovation and fully incorporates crypto into the mainstream economy.

 

And again, I've talked to so many of you over the last couple of days, and the consistent fear that I hear with all all the great things that have happened over the last couple of months. The consistent fear that I hear is that there's still this perception that digital assets are not welcome in the mainstream economy. And let me promise you that our effort to change the policy is purely about changing that. We want our fellow Americans to know that crypto and digital assets and particularly Bitcoin are part of the mainstream economy and are here to stay. Now we think the way to do that legislatively because again I hope that our party is in charge for a long time but nothing is ever guaranteed in politics.

 

So the best way to ensure that crypto is part of the mainstream economy is through a market structure bill that champions and doesn't restrict the extraordinary value that Bitcoin and other digital assets represent. Right now, in this Congress and with this administration, we have a once-in-a-generation opportunity to unleash innovation and use it to improve the lives of countless American citizens. But if we fail to create regulatory clarity now, we risk chasing this $3 trillion industry offshore in search of a familiar jurisdiction, and President Trump is going to fight to make sure that does not happen. Think about this, by locking in smart pro-innovation rules of the road, we can also make sure that Democrats or anybody else never wage another war on the crypto community.

 

Now, I've already hit my time here, but before I head back to Washington, let me offer you just a few bits of advice and a few thoughts on where this industry is going. This is one politician's perspective, so take it for what it's worth. Maybe a little bit less than one Bitcoin right now, but... Let me say a few things. First of all, I remember when I ran for Senate the first time I had ever entered politics back in 2022. And one of the frustrations, honestly, that I had with the crypto community as a person who was one of the only people running for office who actually owned Bitcoin, and I still own a fair amount of Bitcoin today. Think about this. This is during that campaign. That's 2021 and 2022. This feels like an eternity ago, but it was only four years ago is that I recognize what so many advocates of Bitcoin recognize, which is what the Biden administration was doing.

 

What Gary Gensler was doing was a disaster. And yet there didn't seem to be any real organization pushing back against it at the political level. And let me say that part of the reason that I'm standing here, part of the reason that Bernie Marino defeated Sherrod Brown in the Senate campaign last year is because you guys got organized and got involved in American politics and I'm grateful to you for that. But, But there's a lesson to take from that experience, which is that unless you guys get involved in politics, politics is going to ignore this industry. Now you took a big step in 2024 and I'll tell you every victory that we win, it's only a provisional victory. One of my great mentors in Silicon Valley always told me that Bitcoin, that the crypto community was about exit and artificial intelligence was about voice.

 

Well, I know that a lot of people in 2024 in this community chose voice. You chose to speak up and you chose to get involved. And I believe you changed the trajectory of our country because of it. But you've got to keep on choosing voice. You know, Bitcoin, of course, is people call it digital gold. But while Bitcoin is digital, none of you are. None of us are. What happens in the world of politics, what happens in the world of bureaucracy, it will affect even the most transformational and valuable technologies if we don't make the right decisions. So the first piece of advice, The first thing that I'd ask you is to take the momentum of your political involvement in 2024 and carry it forward to 2026 and beyond. Don't ignore politics because I guarantee you, my friends, politics is not going to ignore this community. Not now and not in the future.

 

The second thing that I want to toss out there is that we have to start thinking of the long-term strategic implications of Bitcoin. Bitcoin is owned by about 50 million Americans. A lot of Americans have made a lot of money, have created a lot of wealth for themselves, and that's a great thing. But I actually think that where Bitcoin is going is as a strategically important asset for the United States over the next decade. It's one of the reasons why President Trump, with the help of our great AI guy David Sachs, it's one of the reasons why we started the Bitcoin Reserve. Because we want to start to put in motion the strategic importance of Bitcoin for the United States government. We know that the PRC doesn't like Bitcoin, the People's Republic of China doesn't like Bitcoin. Well, we should be asking ourselves, why is that? Why is our biggest adversary such an opponent of Bitcoin?

 

And if the Communist Republic of China is leaning away from Bitcoin, then maybe the United States ought to be leaning into Bitcoin. And that's one of the things that we're going to be doing. But that's not a vice president standing up here and talking at you. The way that Bitcoin is involved in the strategic future of our country, that's got to be a two-way conversation. And so when I talk about getting involved in politics, one of the things that you guys got to do is continue to give us feedback and continue to tell us the ways in which Bitcoin can play a positive role in the strategic future of this country. I know the Bitcoin Policy Institute is working on this very topic now, but all of you have got to be involved in this conversation because I don't think any of us want to wake up in a country 10 years from now that is less wealthy and less prosperous because we made bad decisions today.

 

We're going to make the right decisions, but that depends on you guys being part of the conversation. So be part of that conversation. And here's And here's the third thought that I want to leave you with. One of the ways you hear this stated is that crypto is fundamentally a conservative or right-leaning technology and artificial intelligence is fundamentally a left-leaning or a communist technology. Now, I think that overstates things a little bit in both directions, but there's a fundamental element of truth to it. Now, I haven't been involved in the day-to-day operations of a technology company in about four years since I entered politics for the very first time, but what I've noticed is that very smart right-wing people in tech tend to be attracted to Bitcoin and crypto and very smart left-wing people in tech tend to be more attracted to AI. Again, that's a gross generalization.

 

It's an overstatement, but there's an element of truth to it. But what I'd ask you all is to remember that what happens in AI is very much going to affect in good and bad ways what happens to Bitcoin. And of course, what happens to Bitcoin is very much going to affect what happens in AI. While this is certainly a Bitcoin conference, and I know we're all proud of what you guys have accomplished over the last 10 years, my final piece of advice is to make sure you're keeping tabs on and staying involved in what's happening with artificial intelligence because I don't want Bitcoin to be negatively affected by what happens in AI and most importantly, I don't want America to be negatively affected by what happens in AI and the best way to ensure that smart people are at the AI conversation is to ensure that Bitcoin is part of the artificial intelligence conversation. Our administration is committed to it. I want you guys to be committed to it as well.

 

I just want to say in the next few years in the Trump administration, we've accomplished a lot, but we have plans to continue to make big progress for this industry and for the American people who rely on it. The whole of government, we're going to need your help.

Need your guidance, we're going to need your encouragement, and at times, yes, because this is politics, our politicians are going to need your pressure. So have fun this week, but keep the pressure up, and we'll do great things together for our industry, but most importantly, for the cause of personal freedom and the United States of America.
